What is the SERU assessment?

Safety, Equality and Regulatory Understanding: an assessment on fares, equality and disability, safeguarding, safe driving, stopping and waiting and the licensing rules, based on TfL's Taxi Driver Handbook. Every new taxi driver has needed it since 1 October 2025. You book it near the end of the Knowledge.

It is based on TfL's Taxi Driver Handbook, which comes with audio files and video guides to each section.

Who needs it

Every new taxi driver since 1 October 2025, and every driver whose licence ends on or after that date, to renew. A pass on the current handbook does not need retaking. There are no other exemptions. TfL expects you to have done its online safeguarding awareness course first.

When and where

Near the end of the Knowledge. You book it while you are attending appearances at Pier Walk. TfL's pages do not give the pass mark, the number of questions or the fee for taxi candidates.
