What happens if my taxi licence application is refused?

Within 28 days you can either ask TfL to reconsider, at a hearing in person or online, or appeal straight to a magistrates' court. If TfL reconsiders and still refuses, you have a further 28 days to appeal to the court.

Checked against TfL's documents on 3 October 2026.

Ask TfL to reconsider28 days from the refusalA personal hearing, in person or online. TfL tells you the outcome within 28 days of it.

You can ask TfL first and go to court after, as long as you meet each deadline.

Applying again

If you apply again later, you are assessed against the same guidelines. Refusals are also recorded on a national register of taxi and private hire refusals, which licensing authorities check, for 11 years.
