The rule and the gap
TfL requires every licensed taxi driver to pass a taxi driving test, including loading a wheelchair. The test was run by the DVSA, which stopped offering it after 31 December 2016. TfL's 2022 booklet says it does not currently have a provider.
What happens meanwhile
TfL licenses candidates who pass the final stage of the Knowledge and meet its other requirements, with a condition on the licence that they pass a driving assessment once one is available.
Stale information
TfL's fee table still lists a driving test fee, and an older TfL page describes the DVSA test in detail. Both describe the test as it was before 2017. There is nothing to book or pay for now.
